Icloud locked

I tried to turn off my cell phone and turn on. They asked to activate phone? i click yes to reset my iphone 5s, on screen they requested for icloud id & password. At first I forgot those id & password and tried to attempt many time then i remember those id & password and type it in, apple locked my phone for security reason. I tried to unlock but i didnt remember any security questions, please help.
