Hello duty,
I mistakenly deleted my contacts from my icloud account from my old iphone4.
How can you help me to recover my lost contacts.
I have two iphones,4 and 6,while trying to clear the old iphone4 while still keeping my icloud account on it i deleted my contacts not been aware that the contacts on the new iphone6 will be affected.
Please treat as important and Urgent

Do you have an iTunes backup? If so - a restore from there will restore your contacts
Also use a contact backup app to keep a remote copy of your contacts - there is a couple of free and low cost ones on the App store
Use a web browser to visit http://www.icloud.com
Log in. Choose the "Settings" icon. Under "Advanced" in the bottom left, you will see "Restore Contacts". Try that.

I used a browser (Safari) on my (Mac) computer:
Update: It looks like you used a computer browser as well, but looked under "Contacts." I looked at the bottom of "Settings".
Yes, it looks like you got to the screen shown by clicking the gear in the lower left of Contacts:
