Go to https://getsupport.apple.com . Click 'See all products and services', then 'More', then 'Apple ID', then 'Other Apple ID Topics' then 'Forgotten Apple ID security questions'. If you have any problems with that try this form: https://www.apple.com/emea/support/itunes/contact.html

From what you say only Support can help you, so all I can suggest is that you persist with them and insist that they take some action. Ask for it to be escalated.

Call Apple using a phone if you can.

Today I would like to change my Apple ID but in due, when i going change and than I click on change password, but it is verify to Security Questions. right now I forgot Security Questions.
