how do i block outgoing sms to unknown numbers? The sms gets auto sent to some international numbers without my knowledge and later i get charged for those sms by my telecom operator.

It sounds as if you're using an iPhone on a carrier that does not officially support them. The phone is trying to activate iMessage/Facetime. To do that it sends an SMS to an international number. If your carrier officially supports iPhones, you never get billed for that.
You'll need to sign out of both iMessage (Settings>Messages) and Facetime (Settings>Facetime) in order to make it stop.
