Edit Dates on iCloud Photos?

I used to edit photos on my Mac Book Pro, but it died.

Ever since Apple went from iPhoto to Photos, my library has been screwed up. The years of the photos are lost and there are many duplicates. Since I don't have a Mac, I am limited to a Windows PC and iCloud.com Does anyone have suggestions on how I can fix my library? Edit the dates of the photos, to reorganize them, and remove the dupes???
