My iPad is connected to my router but running on 4g, is there a setting to change this

How do you know it's connected to the router? Do you see the WiFi symbol? Are other devices able to connect to the router and access the internet?

Perhaps your broadband connection is down so the iPad automatically routes it through cellular network. That is why I always manually switch off cellular data when there WiFi around although it is not necessary.
