cannot find OpenVPN Connect via search on iTunes

I am remotely supporting my wife with her VPN connection. I needed to have her download the app OpenVPN Connect. So when I went to the ITunes store via the iPad, iTunes said it didn't exist no mater what search I used. Finally, I did a internet search for this app, which it found and took me to the app. How is it that the iTunes Search would not show this?
