does not shuffle entire playlist

I have a playlist with over 600 tunes. However, if I turn on shuffle, it only shuffles 24 tunes and does not play the others at all. I also have repeat enabled so the 24 tunes just keep repeating. How do I get the entire playlist to shuffle? Thank you.
