I cannot reactivate my ipad2 after updating to ios9.3.1

If you can't activate your iPhone, iPad, or iPod touch after installing a software update - Apple Support



Try a forced restart - After shutting down all open apps using the app switcher - invoked by quick double press of the home button and swiping up on each app till it flies off the screen.


Hold the sleep/wake and home buttons down together till you see  logo - then release and allow normal boot up


If that does not help - try a restore


Restore your device from an iCloud or iTunes backup - Apple Support



If that does not work - you may have to try DFU (Digital Firmware Update) mode


If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support



As a last resort Please make a Genius appointment at an Apple Store, or go to another authorized service provider.
