photos download to wrong folder

I am on a PC with Windows 10. I have downloaded Icloud for Windows and have Photos checked. Options tell me that when I download my pictures they should go to Icloud/download. That is not happening. They are downloaded to my regular download folder. Also When I am in Photo Options my download library button is greyed out and I cannot do that.
