Q: can not delete inactive per app vpn in iOS 9

I am an mdmd admin and am experiencing an issue. Airwatch mdm has pushed the same profile twice and one of them is in inactive state

it can not be deleted even if the device is unenrolled from the mdm and no profiles are present to delete

have tried reseting network settings and also all settings with no success

this had happened to me before ios8 and i was able to use iPhone configuration utility to remove the setting but since iOS 8 it can not be done.

any ideas except for remove all content since this had happened to some of your mdm users
