Q: How to make a full IOS Backup that fully restore ?

What do you mean icloud/iTunes do partial job?  I backup and restore my phone using iTunes and I haven't lost anything.  Restore doesn't take too long.

Maybe you need to understand what exactly is included in a icloud or iTunes backup.

An iTunes backup includes everything that is not already on the cloud or on other locations. That is all you can do. Like razmee I have never lost anything.

app data is part of the icloud/iTunes backup.

I'm thinking maybe the OP has two different apple id which is why not all app data is backed up.

What do you mean media library not iTunes?
