I pad air 2014 frozen white screen with apple logo in center

I pad air 16 gb is frozen white screen with apple logo will not go to pass code screen I held both buttons to shut down to off and plunged in to my lap top and tried to reset and up date it when threw the steps the ended up the same . what to do ?
