According to the section:
How do I delete photos and videos from a device using iCloud Photo Library?
If you want to remove photos and videos from all your iOS devices, Mac, and iCloud.com, you can delete them in the Photos app.
When you delete a photo or video from your Photos app, it will also delete from your iCloud Photo Library and iCloud storage. You can recover your photos and videos from the Recently Deleted album for 30 days.
So, perhaps you can't view the photos but they are still taking up space in your "Recently Deleted" album.

May 5, 2016 6:22 PM in response to javaligaby jlpieterse1,Thanks for the reply javalinga. The photos in my "recently deleted" folder was already deleted before I took that screenshot. I don't have pics or videos anywhere. The only way it seems to recover that space is to turn off iCloud photo backup, but then it takes 30 days to reset, and I won't habe access to iCloud photos for 30 days. I need it, because I have many more than one device.
