Major Problems with iTunes on new OS for Mac

iOS 9.3.1

After first opening up the new OS, I immediately opened iTunes. After it was opened, when I hover my mouse over the iTunes window, it only gives me the option to scroll. I restarted the computer again, and when I tried to access purchased content, the link at the bottom of iTunes did not work, it just left me on the page. Also, it did not update my iCloud music library when I told it to.
