After resetting phone, apps are not able to be reloaded

After having to reset my phone, I backed it up with the icloud, however, almost half the apps are not being pushed through.

How long have your phone been restoring from icloud backup?

Apps aren't part of the backup, only the app data.

You can redownload the apps by going to appstore - updates - purchased - not on my phone - then hit the cloud to download.
