when I double tap the home button to access the Apple Pay app it just unlocks the phone instead of bringing up the app.
Apple pay works fine on my phone apart from accessing it when the phone is locked.

Assuming you have Double-Click Home Button enabled for Apple Pay (Settings > Wallet & Apple Pay), be sure you are double-clicking not tapping.
Have you enabled that option?
To turn on lock screen Wallet access, open Settings and navigate to Touch ID & Passcode. After entering your device passcode, scroll down to the menu subsection titled Allow Access When Locked: and toggle Wallet to the on position.

Try a force restart and try again:
Hold the Sleep/Wake and Home buttons and don’t let go until the screen goes dark and the Apple logo appears
i was having the same issue. It only works with "registered" fingers. I just had my husband do it and it did not unlock the phone for him. And I tries with a fmy Niger I did not put in the phone and one I did. And it only opened the phone with a registered finger.
