The article contains a section: "What if I forget my Apple ID password?" You say your uncle forgot his Apple ID (not the password, but the actual ID). He should therefore contact Apple Support as that paragraph suggests to verify his identity.

May 5, 2016 3:08 PM in response to sbermanby katsumotosama,apple support says you need an e mail adress for them to send a new password. but the problem is the conected email adres has not been used over 4 years and my uncle does not remember that password too.
here's what we know about this ipad 2;
1) conected apple id name
2) buyer name
3) and identifications of my uncle
