how do i delete a photo from photo library but not from an album?

You cannot.

Photo library consists of all your photos and albums are just a way of sorting those photos.

If you using iTunes then remember that albums are like playlists in iTunes. The photos in albums are just pointers to the actual photo which is in the Photos and All Photos windows (both are just different views of the same photos).

You can not - albums are not a "place"- they are one of many ways to view the photos in your library - one of many windows into the room - and if you remove teh photos form the library it is gone everyplace
