If I import all photos to Photo app, why do I need the Picture folder? Does this folder duplicate photos I import? Does it contain pointers to photos elsewhere? CAn I do away with the Pictures Folder? Along the same topic - can I delete the contents of my Downloads folder if I've moved files elsewhere?

Pictures folder is where the Photos app stores your images. No, you can't erase it.
If you "moved" files from the downloads folder, they would not be there. If you copied the files, or run the installers downloaded there, Yes, you can delete them.
the pictures folder is to hold pictures and it is the default location for your Photos library, Photo booth Library and other Photo related programs - do not delete it

I store my photo library on an external hard drive, so it seems that the Pictures folder is a duplication.
If it has duplicate files or folders in it you can delete them - it is not a good idea nor is there any need to delete the Pictures folder - delete the contents if you wish (and are positive that they are not being used and are duplicates)
