Push Notification banner appearing twice.

I am implementing Push Notifications for an application with a third party API- Urban Airship. I have noticed that while pushing a notification to device, I see that the notification is shown on banner twice after a short delay. I first thought that I was receiving two notifications but I only see one notification in the notification drawer. The banner is shown, then immediately shown again. I have tested this on iOS 9.3. I happen to see the same this issue happening with others in some of the forums. This is assumed to be iOS bug and was fixed in 9.2.1 but since I am testing it on devices with iOS 9.3 in it, I still see this happening. Am I doing something wrong that would cause the banner to show twice. Please suggest.
