How to make Siri tell the time by clicking the home button?

I'm wondering how to just click the home button once and siri speaks up what time it is?

I've seen this on YouTube in the link below:

My father is blind and I want to get him an iPhone/iPod touch so he can know the time and possibly do other things with it!

iPhone SE, iOS 9.3.1, or iPod Touch

When VoiceOver is enabled, pressing the home button on the lock screen will announce the time. To turn VoiceOver on go to: Settings> General> Acessbility> VoiceOver. You can also ask Siri to turn VoiceOver off and on.

VoiceOver is a screen reader that comes built-in to Apple devices. http://www.apple.com/accessibility/ios/voiceover/
