I received my replacement phone which came with return instructions requiring the phone to be cleared for security purposes. How do I clear a phone that won't turn on?

Absolutely no. If it won't turn on, it's unlikely that it can access the Internet.
If it won't turn on, you can not wipe it. Use another device, perhaps a computer, to change ALL of your passwords.
