My ipad 9.3.1 does not sync created albums under "albums" from the photos app to my other ios/mac devices and vice-versa. On all my ios/mac devices I have only "my photo streams" turned on under settings-phitos and camera. Icloud is on. All iois devices/mac updated os.

Albums that you create on the iPad do not contain copies of the photos and there can not be synced. They contain pointers to the photos and if you were to delete those photos from the camera roll, they would disappear from the albums that you created.

Thank you for trying to answer my question. I actually enabled icloud ohoto sharing and created individual albums from there and my other deviecs have the same album with the exact number and order of photos.
