Turn it into the police.
That iPhone belongs to someone.
There's nothing that you nor Apple will be able to do to get it out of lost mode, the original Proof of Purpose is required to remove it. Turn it in to the Local Authority, do not bother trying to sell it, no pawn shop will take it in Lost Mode.
