My apple ID is disabled?

My apple ID is disabled? I have reset my password and logged in and out on my phone and it still is disabled?

iPhone 6, iOS 9.3.1

If resetting the password and logging out and back into the account hasn't fix it(What to do after you change your Apple ID email address or password - Apple Support ; and you've also tried closing the App Store and iTunes Store apps via the phone's taskbar ?) then try contacting iTunes Support and see if they can see why it's disabled and if they can/will re-enable it : https://www.apple.com/emea/support/itunes/contact.html
