Can not open Photos on my MacBook air need help

What OS do you have? What happens when you try?

the way you opeh Photos is to click on the Photos icon in the Dock

If that does not work then you have to provide information - "it does not work' tells us nothing

what does happen (as Keith ask and you refused to answer)? What has changed since it worked?

And you are 4 updates behind - you should upgrade to El Captain OS X 10.11.4 and Photos 1.5 - depending on what your actual problem is that may resolve it
