Cingular Wireless is no longer available, as it has merged with AT&T. If the touch screen does not work, you have to replace the display unit. You should be able to view its Contents in iTunes, if you have the 30-pin connector, connect to iTunes and It should be able to recognize the iPhone. You can then view its:

-Music

-Apps

-Storage

-Serial Number

-IMEI number

-Phone Number

-and other things

If this is an iPhone 2G, iOS 3.1.3 is the highest it can go, if it still has iOS 1.0, I don't think you can update it, as the software is too old. If it has iOS 3.1.3, It does not support the current iOS 9.x.x software. As for the touchscreen, you can replace it, though you need to find the touchscreen replacement for it to work again. You can view parts and guides on how to repair the iPhone 1st gen here: https://www.ifixit.com/Device/iPhone_1st_Generation Other than viewing content, iTunes should work. I hope my anwser helped.

If you want to update to iOS 3.1.3 (if it is in iOS 1.x.x or iOS 2.x.x) Here is the link: https://ipsw.me/
