IF I will reset my iPad to factory setting and my iPad have iCloud Photo Library , will all my pictures will delete ? As it all sync between my IOS devices an iCloud ?
How can I prevent deleting my entire library when erasing my iPad ?

Turn off iCloud Photo Library under Settings>iCloud>Photos before erasing your device.

There is really no need to do that, you can just erase. Nothing will happen to library during erase of the device.
Have you tested this? Because in theory, erasing a device means erasing everything, and if you erase photos on a device that are in iCloud Photo Library, it is going to delete them everywhere....

Absolutely yes, tested retested and re tested again. Try. Your theory is just as wrong about contacts, cause in theory you delete contact and it deletes everywhere. But by erase device you do not delete them. You just give device command to erase. If you do decide to go and delete pictures one by one before erase then you will have what you meant.
