You are probably using a method of payment that is not valid. Unfortunately Apple no longer posts a detailed list of exactly which forms of payment can be used in which country. Credit cards are valid, sometimes debit cards can be used but sometimes not.

I presume you are trying to set up a form of payment for the Indian iTunes store and you are located in India.
