cannot change clip times

I just updated to the latest iMovie, and I cannot get the clip times to change or the transition times to change. I follow the directions using timeline and the i with a circle button, set the times for the clips and it does nothing. I have tried even resetting it several times, and closing out iMovie and nothing seems to work.
