Facetime for iOS 9.3.1 problem

HI Apple Community!

I have trouble with Facetime, when I try to activate my Facetime Account it will say An error occured while activating Facetime and I tried every single solution found on Apple.com.

I did restart my iPad, I made sure that my time is set automatically, and literally EVERY SOLUTION THAT I CAN FIND.

Please help ME!

iPad 4th Generation iOS 9.3.1

My iPad is in iOS 9.3.1

The Apple Community had provided a number of solutions but, I tried all of those and didnt work. I rebooted my iPad, I made sure the date and time settings are st automatically, and everything I can find on the net
