Problems with restart, turn off, finder app and desktop folders missing

I set my macbook (Pro 15 inch Retina from late 13) on 'sleep' last weekend and didn't use it for a couple of days. Came back and found that my desktop folders have disappeared and the 'finder' icon is not working and won't relaunch. Have tried to download El Capilan to see if that helped -but that hasn't worked either. It seems to be downloaded but mac still showing OS X Yosemite as current version. When I try to download the OS X El Capitan again, it only gets to restart - which just doesn't happen. Also, the mac doesn't react to either restart or turn off buttons. Any suggestions welcomed please

Thanks Dominic - this did the trick. I reset iphone and ipad all the time, never though of resetting the macbook. There were some errors due to a battery going flat we think, but this has now all been fiixed so very happy. Will wait with the El Capitan for now as there seem to be lots of issues. Thanks again and have a great weekend :-)
