Apple Event: May 7th at 7 am PT
IPhone 4 ios 7.1.2.. Apps from appstore start downloading but inish without downloading completely. The app shows up on the screen but will crash due to incomplete download. i'm experiencing it in all apps. I can neither update nor download.

If you can launch an app then it's completely downloaded. Incomplete download is not your issue. Try a reset - hold down the home and lock buttons together until the Apple logo appears and the phone restarts.

If the "downloaded' app flashes for a second and then crashes, the other thing to try is to delete the app (to remove it's Document & Data) and then redownload the app. You will have to rest any preferences associated with that app. But this has worked for me in the past.
yes it flashes n crashes immediately.. But i tried deleteting and redownloading, rebooting, resetting completely. Non of those works.

Try Restoring the Device via iTunes or give a try by Reset All Settings
Go to Settings > General > Reset > Reset All Settings
I Had already restored my device. I tried using another apple id as well, didn't work out. In fact, nothing's working out. I cannot download anything, even small apps. The download progress stops for a while, then directly goes to installing.
