If somebody would like to hack your iPad he should have your ID and password. Otherwise you don't have to worry.
If a person knows the iPad serial number he might find out whether the device is still in warranty, when it was purchased, and what kind of iPad it is. Beyond that, he would have to have it physically in his hands to hack it; but If you have Activation Lock turned on with Find my iPhone, he would have to know the passcode on the lock screen to get in. To restore it he would have to know your Apple id credentials.

Assuming that number was from a popup message, yes it will be a scam. However, the actual number is somewhat irrelevant, as any such popup message will ALWAYS be a scam.
