Disabled apple ID

I have an iPhone 6plus, Dual-core 1.4 GHz,1GB RAM DDR3, 16GB storage capacity, iOS 9.3.1 and always get a pop-up on my screen saying my apple ID has been disabled. This happens anytime I try to make purchases and other transactions with my apple ID. It prevents me from doing my projects. Tried resetting the password, signing out and signing in again but the problem still persists.
