Don't turn off Safari before you when you shutdown the mac, and when you shutdown, check the "reopen windows when logging back in".

From Safari menu > History > Reopen All Windows From Last Session
There is no function in Safari by that name, not in Safari 9.1. If you want Safari to open to your last window(s) when you start it, make sure in Safari Preferences --> General, you have "Safari opens with" set to "All windows from last session."
