Can't find the flag folder in mail app on iOS931...

I'm using iPhone5s with iOS 9.3.1 but I I can't find the flag folder in mail app after I have done all of the correct step.. please help!!

MacBook Pro (Retina, 13-inch, Mid 2014), OS X Yosemite (10.10)

From within the mailbox - go into Accounts - Edit and enable it
