Can't change file and folder names after logging in to Mac OS X Server 5 with a PC

I set up an El Capitan file server using Mac OS X server 5. PC's with Windows 7 are able to connect to the SMB shared folder but cannot make file or folder name changes. Users can delete these items but if they try to change the name, the user gets a message "Can't read from the source disk." The users are logging in as the owner with read, write and execute permissions. How can OS X Server 5 File Share services be setup so that PC users can change the name of files and folders?
