The Airport Utility and Setup Assistant apps I have don't run on an Intel Mac (Only on PowerPC).
The newer revisions I have don't work on the Airport Snow Saucer.
Essentially the apps don't run on anything newer than OSX 10.4
Are there revisions or versions that I can use to access the Snow Saucer?

If you are running OS X 10.6.x, then you need to download and install AirPort Utility 5.6.1 for Leopard/Snow Leopard - Apple Support
If by "Snow Saucer" you are referring to the Dual Ethernet AirPort Base Station, model M8440 / order# M8209LL/A, this is an 802.11b-only base station. As you are aware the administration applications for this obsolete base station are the AirPort Setup Assistant and the AirPort Admin Utility.
The only versions of AirPort administration applications for this base station run on OS X Tiger or earlier ... or a Windows XP or Windows 2000 computer.

That's a shame, its perfectly usable equipment. So is there a OSX Tiger emulator?

Not that I am aware of. You still have, at least, two choices: 1) Run Windows 7 under Boot Camp, or 2) Use Parallels or VMware to run an OS X Lion virtual machine.

Sorry, but no.
If you have an older PC that is running Windows 2000 or XP SP2......or you have a friend who would loan his PC laptop to you for 30 minutes.....then you could try downloading and installing AirPort 4.2 for Windows. See the linked Apple Support document below for more information.
