Q: iphone was stolen

MMy iPhone was recently stolen and I was wondering if I changed the email for my Apple id (because the old email was hacked ) will it log out of my I cloud, will I still be able to track it? And is there a way to track it even if it's offline?

If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

If you literally change the Apple ID's email (keeping the same Apple ID, so you keep all your music, apps, etc.), then yes, you can still track the iPhone. There is no way to track an offline iPhone.
