Q: Where is garageband on my iPad?

I used to have garageband on my iPad not too long ago, and never paid it much attention. Now, I want to use it, and can't find it anywhere. I searched for it on the app store, and the install button isn't available, only a cloud icon with a downward pointing arrow through it is where the install button should be. Whenever I tap it, the icon turns into a square (like what would happen when downloading an app), but then it returns back to the cloud icon. Any help would be appreciated!
