Q: Code doesn't work

Why does the code Apple sends my iPhone to approve continue using iCloud Keychain on my iPad not work? Software current on both devices. As soon as I enter the code, I see a message saying incorrect code then I am locked out for too many attempts. Any help greatly appreciated.
