Q: Will Apple stop destroying our devices and allow us to downgrade IOS 9 is horrible for older devices especially 32bit ones.

AApple keeps on upgrading their iOS firmware but won't allow us to choose a firmware that works fully compatible with out device. I don't want to buy a new iPad mini because it has always done the job I needed it to on iOS 7 and 8. Every since I was FORCED to upgrade to 9.1 it has been Next to unusable. Who else has this problem?

Windows 7

Perhaps if you explained exactly what your problem is, what you have done so far to troubleshoot that problem and what error messages you might have received (quote error messages exactly) someone here can help you.

And nobody FORCED you to upgrade. You could have chosen to simply not install it.  As it is working fine for many others, I would follow Ralph's suggestion and maybe someone here can help with your problem.

If you're on iOS 9.1, you actually should upgrade to iOS 9.3.1. Point upgrades are often issued to address problems with earlier versions.

All my older iPad 2 and 3 models are working fine on the latest iOS 9.3.1.

Maybe you should ugrade/update your iPad 2 to the latest iOS version.

The best way to upgrade/update is to connect your iPad up to a computer using iTunes, instead of using the WIfi, over the air, method.

How much free data space is left on your iPad 2?

Have you done things with your iPad 2 to help its performance, like turn of/reduce all of motion graphics eye candy, the paralax effects on wallpapers,

make sure you have minimal amount of apps running in the background in the App Switcher by sliding a finger up on each app running that you are not currently using, turn off background applications from refreshing in the background, set your email to fetch manually when you launch the iOS Mail app or set it to go and automatically fetch Mail, less frequently, turn off Safari suggestions, etc.
