Q: how to create apple id without credit card

hello every body

 

I'm trying to create a free apple id from more then 5 days

and at the last step its show me a message call (for assistance contact iTunes support )

 

i try to do it from more then 5 laptops and 3 iPhone and also from more then network but still showing me the same message

also  i try to change the country from us to uk and another country but still the same problem

 

please if anyone have the same issues and he able to fix it tell me about it

    I'm from united state and I'm working from 5 years in saudia and its working from 5 years

    why its should be locked you must help me in my  problem not creat another one for me

    It isn't a matter of citizenry, it is a matter of residency. Even if you still lived in the USA you are not allowed to use the USA iTunes Store from outside the USA.  If you are now a resident of Saudi Arabia then you have to use the iTunes Store there (or none at all).  If you come back to the USA even to visit you are not permitted to use the Store in Saudi Arabia while not in Saudi Arabia.  Yes, people do access accounts from other countries but there is a real risk if Apple discovers this that those accounts will be closed.

     

    Residency is determined by a valid payment form. This is usually a credit card issued by a bank in the country for the iTunes Store you are trying to use and that also requires a billing address in that country.

     

    Using this information you should be able to determine if it was something you were entering that might give rise to an error message.  For example if you were trying to set up a USA account while providing a Saudi Arabia mailing address.  If you do not think it was an obvious error then nobody here can help you other than yet again say you will need to contact Apple as earlier indicated.
