Are you using the USB docking cable that came with the shuffle. For a 2nd gen shuffle, that cable is long with a cradle for the shuffle. A cable for 3rd/4th gen shuffle does not work with 2nd gen shuffle (connector is different).

If you are using the right cable, but the shuffle's light does not come on at all, the cable may be faulty. There are third party replacements cable. If you want to try another cable, make sure it is described as being for 2nd gen shuffle (not 3rd/4th gen). For example, some are not actually cables

It's also possible that the shuffle is faulty. I think the shuffle's light would still come on when connected to power, if the problem is just the battery. So it may be something else, like a worn out or damaged headphones jack. Or bad logic board.

Whatever you do, keep in mind that a brand new 4th gen shuffle, with new headphones, docking cable, and one-year warranty is $49 retail.
