2. iCloud is a syncing device - it is not off device storage - meaning if any images are deleted from any authorized device they are moved to the deleted photos file

Consider to move the photos off iCloud to your computer or another cloud storage like Google Photos or Upthere.com

If your daughter's iPhone is signed in to your iCloud account and she has the iCloud Photo Library enabled, you would have her photos on your phone. And vice-versa.
