Thank you for participating in the Apple Support Communities.
I see you're setting up your iPhone to sync using iTunes on your new PC and have some questions about the process.
There are several ways to get your songs to show up in My Music. Are you an Apple Music or iTunes Match subscriber? If so, you can turn on iCloud Music Library as mentioned in Sync Apple Music across your iPhone, iPad, iPod touch and computer.
If your iTunes library was backed up to an external drive see How to move your iTunes library to a new computer. You can also download your past iTunes Store purchases using the steps in Download your past purchases.
You're most likely being asked to erase your iPhone because you're syncing with a new iTunes library on your new computer. In this case, content synced from your previous library will be erased and replaced with the contents of the new iTunes library.
Move content from iTunes on your computer to your iPhone, iPad, or iPod touch
You might see a message that your device is synced with another library. This means that you've used a different computer to sync your device in the past, and iTunes can't sync without first erasing and replacing all iTunes content on your device.
