I have full signal but when someone calls me it says i have the phone off

I have problems with my iphone 6 which shows the network name and that I have full signal but when someone calls me it says i have the phone off

I must say I don`t have call forwarding or blocked calls i also went to vodafone and I changed the sim card so it's not from it i have this problem since update to ios 9.3
