If that does not resolve the issue - you may need to log into iCloud - erase that device and then set it up as a new device (this will lead you to lose the content currently on it)
The other option is to try and restore as a new device on a computer to which the device has been backed up previously - if you can do that - the computer will recognize the device and offer to backup one last time - you can restore this backup after the erase
